CIVIC LEADERSHIP AWARD
Dr. Darryll Pines
Darryll J. Pines has proudly served as the 34th president of the University of Maryland since July 2020. The Glenn L. Martin Professor of Aerospace Engineering, Pines has emphasized achieving excellence in all aspects of university life while creating a diverse and multicultural community that allows everyone to reach their full potential.
He has led efforts to address the grand challenges of our time, and 50 university projects have received $30 million in university-sponsored grants to study and implement solutions in areas such as sustainability, literacy, and food, energy and water insecurity. Pines also cofounded the 120 Initiative, an effort to reduce gun violence in collaboration with the Consortium of Universities of the Washington Metropolitan Area.
Other signature campus initiatives include the Terrapin Commitment, the largest single-year investment in need-based scholarships in university history; TerrapinSTRONG, an onboarding program to create a shared understanding of the university’s mission, history and values; and a pledge to achieve net-zero carbon emissions by 2025.
Pines first arrived on campus in 1995 as an assistant professor and steadily rose through the ranks of academic leadership. He served as chair of the Department of Aerospace Engineering from 2006–09 and for the following 11 years as dean and Nariman Farvardin Professor of Aerospace Engineering at the A. James Clark School of Engineering.
A member of the National Academy of Engineering, he is a fellow of the American Institute of Aeronautics and Astronautics, American Society of Mechanical Engineers and Institute of Physics; chairs the Engineering Advisory Committee for NSF’s Engineering Directorate; sits on the Board of Trustees for Underwriters Laboratory not-for-profit arm; and serves as a member of the MIT Corporation, the board of trustees for the Massachusetts Institute of Technology.
Pines received a B.S. in mechanical engineering from the University of California, Berkeley, and M.S. and Ph.D. in mechanical engineering from the Massachusetts Institute of Technology

william M (Bill) Shipp, Esq

William M. (Bill) Shipp has been immersed in all areas of land use and zoning practice in Prince George’s County for over thirty-five years. Through his extensive involvement in every level of the development process, Bill has successfully assisted his developer, builder, and business owner clients with issues related to zoning, historic preservation, master plan analysis, preliminary plan and subdivision, site plan approvals, nonconforming use certification, permit and bonding, road improvements, adequate public facilities, and the resolution of zoning violations. He regularly represents clients before the Maryland-National Capital Park & Planning Commission, the Department of Public Works & Transportation, the Department of Permits, Inspections and Enforcement, and other Prince George’s County agencies. As a past Chairman of the Prince George’s County Historic Preservation Commission, Bill is uniquely qualified in the practice of historic preservation law and has appeared before the Commission many times. Additionally, he has extensively represented clients before local municipal authorities throughout Prince George’s County; and in conjunction with his land use and zoning practice, also assists clients in the areas of real estate transactions and commercial finance.
Through the course of his career, Bill has worked on many substantial residential, commercial, mixed-use, and transit-oriented developments, including Prince George’s Regional Medical Center, Westphalia Town Center, New Carrollton Town Center, National Harbor, IKEA, Bowie Town Center, and NOAA National Center for Weather and Climate Prediction.
Bill has demonstrated his dedication to Prince George’s County and the Greater Washington through his extensive participation in professional, civic, and charitable organizations. He is a past Chairman of the Prince George’s Affiliate of the Greater Washington Community Foundation. During his tenure as Chair of the Affiliate Board and the Development Committee, Bill has coordinated fundraising efforts yielding over $1.5M to the Community Foundation in his more than 20-year affiliation with the organization. He is a past Chair of the Prince George’s Chamber of Commerce and is a life Director of the Maryland Building Association. Other efforts include the Prince George’s County Public Schools Management Oversight Committee and the Prince George’s County Housing Authority. He is a member of the Leadership of Greater Washington Class of 2000 and served on the Board of Directors of The Family Tree, a Maryland child abuse prevention nonprofit.
An avid open water swimmer, Bill has raised funds through his marathon swimming to many support causes including support for cancer survivors; swim instruction and camp scholarship for minority youth; and financial support for minority competitive swimmers as well as the Community Foundation general fund.
Bill is admitted to practice in Maryland. He is a member of state and local bar associations and is a member of the Maryland Attorney Grievance Commission.
